PHMSA Updates
This has been a significant year for pipeline safety regulation and oversight, with a number of regulatory actions and more new developments on the horizon, particularly for the natural gas industry. In the face of continued criticism for delayed rules, PHMSA finalized several long awaited and significant natural gas rulemakings and proposed others. Meanwhile, the coronavirus pandemic has led to a host of issues related to pipeline construction, inspections, and enforcement discretion. Further, last year Congress failed to reauthorize the federal Pipeline Safety Act by the September 2019 deadline, leaving a lingering uncertainty regarding reauthorization and funding for the Pipeline and Hazardous Materials Safety Administration (PHMSA) that is now exacerbated by a possible change in administration and make-up of relevant Congressional committees in 2021. In this course, we will discuss notable PHMSA developments, pipeline safety legal issues, and trends impacting the natural gas industry. Collaborative discussion and audience participation are encouraged.
